Seven of these twelve public universities in Germany carry no extra non-EU charge. TUM and the four Baden-Wรผrttemberg institutions (Heidelberg, KIT, Freiburg, and Tรผbingen) are the exception.

Counselor insight: A university ranked 200th overall can still be top 20 for your specific specialization. Check the QS subject ranking for your course before shortlisting by the headline number alone.

Are Public Universities in Germany Really Free in 2026-27?

  • Standard semester fee: Rs.11,000 to Rs.44,000 (EUR 100 to EUR 400), covering enrollment and transit.
  • Baden-Wรผrttemberg exception: Heidelberg, KIT, Freiburg, and Tรผbingen charge non-EU students an extra EUR 1,500 (Rs.1.64 lakh) per semester, on top of the base fee.
  • TUM's new tuition: From 2026, TUM charges โ‚ฌ4,000 or โ‚ฌ6,000 per semester (Rs.4.36 lakh to Rs.6.54 lakh) for most master's programs, though a handful, including MSc Bioinformatics and MSc Software Engineering, remain tuition-free. Check the specific program page before applying.
  • Application fee: Uni-Assist processing costs EUR 75 (Rs.8,175) for the first application and EUR 30 (Rs.3,270) for each additional one.

For a typical two-year master's outside Baden-Wรผrttemberg and TUM, total institutional cost stays under Rs.1.5 lakh across four semesters.

Counselor insight: Students often budget for the semester fee and forget the blocked account, which is a separate and much larger number.

Blocked account (annual)EUR 11,904Rs.12.98 lakh

The APS certificate verifies your transcripts and is mandatory for Indian applicants; without it, the embassy will not process your student visa. Processing takes 3 to 5 weeks, so start it alongside your applications.

Documents Checklist to Apply for Public Universities in Germany

DocumentIndia-Specific Detail
Academic transcripts and provisional certificateGet these attested and translated to match your APS certificate wording exactly
APS CertificateMandatory only for Indian, Chinese and Vietnamese applicants; apply 8 to 10 weeks before your deadline
Language proof (IELTS/TestDaF/DSH)English-taught programs usually ask for IELTS 6.0 to 6.5; German-taught programs need B2 to C1.
Statement of PurposeReference the specific department, not a generic "study in Germany" narrative
Letters of recommendationTwo, ideally from professors who taught your core subject
Blocked account confirmationNeeded only at the visa stage, not for university application
Health insurance proofRs.13,080 (EUR 120)/month, mandatory before enrolment

Counselor insight: The most common rejection at the Uni-Assist stage is a transcript translation that does not match the APS certificate wording. Use the same translator for both.

New for 2026-27: The dMAT Requirement for Select Master’s Applicants

APS India has added the Digital Master Test (dMAT) as an extra document inside the APS verification process, not a replacement for it. It applies only if all three are true: your bachelor's degree is in Engineering, Commerce/Accounting/Finance/Economics, or Business/Management; you're applying for a master's at a public university in Germany for Summer Semester 2027 or later; and you're routing through APS India. Winter 2026/27 applicants are not affected, as the first dMAT certificates will be issued only in October 2026.

  • First test cycle: Registration opens June 29, 2026; registration closes September 15, 2026; exam date is September 26, 2026, at ten centres across India.
  • It doesn't gate your APS certificate. A low dMAT score does not block APS approval or automatically trigger rejection; each university weighs it independently, from a supporting document to (at RWTH Aachen's Battery Science and Technology program) 80% of the admission decision.
  • If you're exempt: Applicants who submitted complete APS documents before June 29, 2026, don't need to take it.

See LeapScholar's full dMAT registration guide for the fee, syllabus, and centre-wise details before you plan your APS timeline.

How to Apply for Public Universities in Germany: Step by Step

  1. Shortlist by program, not just rank. Use the university's own site or the DAAD database to confirm English-taught options.
  2. Start your APS certificate early. It takes 3 to 5 weeks and is a strict prerequisite for the visa.
  3. Apply through Uni-Assist or the university portal. TUM and RWTH Aachen run their own portals; most others route through Uni-Assist.
  4. Track deadlines. Winter 2026 intake deadlines fall around mid-July 2026; summer 2027 intake deadlines fall around mid-January 2027. Some public universities in Germany closed Numerus Clausus programs earlier. Missed the winter deadline? Several universities still take late applications through August, or you can apply for the summer round instead.
  5. Accept your offer, then open a blocked account. Only deposit funds after admission, since the confirmation letter is what the embassy checks.
  6. Apply for your visa and health insurance. Book your VFS appointment as soon as your blocked account and APS certificate are ready; slots fill up fast in July-August.

Which Public University in Germany Fits Your Profile?

  • Final-year BTech, CGPA above 7.5/10, engineering focus: TUM, RWTH Aachen, or KIT, but confirm TUM's tuition status for your exact program first.
  • CGPA 6.0-7.0, no German-language requirement: University of Hamburg, TU Berlin, or Free University of Berlin have moderate admission bars for English-taught master's; see this ranked list of Germany's best universities for master's programs for program-level detail.
  • Working professional, MBA route: University of Mannheim and RWTH Aachen typically ask for 2 to 3 years of work experience plus GMAT.
  • Budget-constrained, can't absorb Baden-Wรผrttemberg's extra fee: Prioritize NRW or Berlin-based public universities in Germany, where the semester fee stays under Rs.35,000.

Quick detour: Get PR in 21 months with the EU Blue Card, no lottery. Read more about it in our complete Software Engineering in Germany guide, which maps the entire journey from tuition-free master's programs to a EUR 73,164 median salary, fact-checked against Bitkom, BA Entgeltatlas, and German law.

Counselor insight: Decide your state-level budget ceiling before you shortlist, not after you receive an offer that assumes Baden-Wรผrttemberg's extra EUR 1,500 fee is waived for you.

3 Takeaways on Public Universities in Germany

  1. Check your target program's exact fee status before applying. TUM's new tuition (Rs.2.18 lakh to Rs.6.54 lakh per semester) and Baden-Wรผrttemberg's extra EUR 1,500 fee apply only to specific universities and programs, not all public universities in Germany.
  2. Start your APS certificate 8 to 10 weeks before your university deadline, and check early whether the new dMAT requirement applies to your degree background if you're targeting Summer 2027 or later.
  3. Do not shortlist based solely on QS rank; ensure it aligns with the state. Two universities 50 places apart on the QS table can cost the same semester fee, while two universities in different states (say, NRW versus Baden-Wรผrttemberg) can differ by over a lakh a semester. Decide your state-level budget ceiling first, then rank within it.

Frequently Asked Questions About Public Universities in Germany

  • Are public universities in Germany free?

Mostly. Most public universities in Germany charge only a semester fee of Rs.11,000 to Rs.44,000, not tuition. TUM's new program-level tuition and Baden-Wรผrttemberg's extra EUR 1,500 non-EU fee are the exceptions.

  • How much of a CGPA is required for public universities in Germany?

Top-ranked STEM programs, like those at TUM or RWTH Aachen, typically expect 7.5/10 or higher. Less competitive programs and newer campuses often admit CGPA equivalents around 6.0/10.

Top institutions like TUM, LMU, and RWTH Aachen are competitive and expect strong CGPA and test scores. Many other public universities in Germany, especially outside Munich and Berlin, have moderate admission bars.

  • Which public universities in Germany offer English-taught programs?
