Ten of these fifteen institutions carry no extra non-EU charge beyond the standard semester fee. TUM and the Baden-Württemberg universities (Heidelberg, KIT, Freiburg, Tübingen) are the exceptions.

Counselor insight: A university ranked 200th overall can still be top 20 for your specific specialization. Check the QS subject ranking for your course before shortlisting by the headline number alone.

• Standard semester fee: Rs.11,000 to Rs.44,000 (EUR 100 to EUR 400), covering enrollment and transit.
• Baden-Württemberg exception: Heidelberg, KIT, Freiburg, and Tübingen charge non-EU students an extra EUR 1,500 (Rs.1.65 lakh) per semester, on top of the base fee.
• TUM's new tuition: From 2026, TUM charges €4,000 or €6,000 per semester (Rs.4.4 lakh to Rs.6.6 lakh) for most master's programs, though a handful, including MSc Bioinformatics and MSc Software Engineering, remain tuition-free. Check the specific program page before applying.
• Application fee: Uni-Assist processing costs EUR 75 (Rs.8,250) for the first application and EUR 30 (Rs.3,300) for each additional one.

For a typical two-year master's outside Baden-Württemberg and TUM, total institutional cost stays under Rs.1.5 lakh across four semesters.

Counselor insight: Students often budget for the semester fee and forget the blocked account, which is a separate and much larger number.

The blocked account amount has held at EUR 11,904 since it was last revised, and no change has been announced for 2027 as of this writing. Verify the current figure at your embassy or the Auswärtiges Amt site before you deposit.

The APS certificate verifies your transcripts and is mandatory for Indian applicants; without it, the embassy will not process your student visa. APS India's own FAQ page no longer commits to a fixed processing estimate, citing high application volumes. Budget 3 to 4 weeks under normal conditions and up to 3 months during peak season (May to August), rather than working backward from a promised turnaround.

Counselor insight: The most common rejection at the Uni-Assist stage is a transcript translation that does not match the APS certificate wording. Use the same translator for both.

APS India has added the Digital Master Test (dMAT) as an extra document inside the APS verification process, not a replacement for it. Since both can apply to the same application, see how APS and dMAT fit together before you plan your timeline. It applies only if all three are true: your bachelor's degree is in Engineering, Commerce/Accounting/Finance/Economics, or Business/Management; you're applying for a master's at a public university in Germany for Summer Semester 2027 or later; and you're routing through APS India. Winter 2026/27 applicants are not affected, as the first dMAT certificates will be issued only in October 2026.

• First test cycle: Registration opens June 29, 2026; registration closes September 15, 2026; exam date is September 26, 2026, at ten centres across India.
• It doesn't gate your APS certificate. A low dMAT score does not block APS approval or automatically trigger rejection; each university weighs it independently, from a supporting document to (at RWTH Aachen's Battery Science and Technology program) 80% of the admission decision.
• If you're exempt: Applicants who submitted complete APS documents before June 29, 2026, don't need to take it.

• It's about your Class 12 marksheet, not your bachelor's degree.
• It only applies if you're applying for a Bachelor's, not a Master's.

From Winter Semester 2026/27, APS India requires a minimum of 70% of the maximum achievable marks in your Class XII certificate, regardless of board (CBSE, ICSE, or any state board). This is up from the roughly 50% threshold that applied earlier, and it's calculated on the maximum achievable marks, not just the subjects you attempted.

• Studienkolleg pathway: Class XII (70%+) plus an APS certificate qualifies you for subject-restricted admission via a Studienkolleg preparatory course.
• Direct admission pathway: Class XII (70%+) plus an APS certificate plus at least one successfully completed academic year in a recognized Indian Bachelor's program qualifies you for direct admission to the same or a closely related field.

If your Class XII score is below 70%, both pathways are closed under the current rule. This does not affect Master's applicants; APS evaluates Master's applications based on your bachelor's degree and CGPA instead of your Class 12 marks.

Counselor insight: If your Class XII aggregate sits close to 70%, check exactly how your board calculates "maximum achievable marks," since best-of-five or best-of-four calculations can move your effective percentage. Get this information confirmed in writing from APS India before you commit to the Studienkolleg route.

1. Shortlist by program, not just rank. Use the university's own site or the DAAD database to confirm English-taught options.
2. Start your APS certificate early. It takes 3 to 4 weeks under normal conditions, up to 3 months in peak season, and is a strict prerequisite for the visa.
3. Apply through Uni-Assist or the university portal. TUM and RWTH Aachen run their own portals; most others route through Uni-Assist.
4. Track deadlines. Summer Semester 2027 deadlines fall around 15 January 2027; Winter Semester 2027/28 deadlines fall around 15 July 2027. Some public universities in Germany accept late applications in August for winter, or you can apply for the following summer round instead.
5. Accept your offer, then open a blocked account. Only deposit funds after admission, since the confirmation letter is what the embassy checks.
6. Apply for your visa and health insurance. Book your VFS appointment as soon as your blocked account and APS certificate are ready; slots fill up fast in July-August.

• Final-year BTech, CGPA above 7.5/10, engineering focus: TUM, RWTH Aachen, or KIT, but confirm TUM's tuition status for your exact program first.
• CGPA 6.0-7.0, no German-language requirement: University of Hamburg, TU Berlin, or Free University of Berlin have moderate admission bars for English-taught master's; see this ranked list of Germany's best universities for master's programs for program-level detail.
• Working professional, MBA route: University of Mannheim and RWTH Aachen typically ask for 2 to 3 years of work experience plus GMAT.
• Budget-constrained, can't absorb Baden-Württemberg's extra fee: Prioritize NRW or Berlin-based public universities in Germany, where the semester fee stays under Rs.35,000.

Graduates of public universities in Germany can apply for an 18-month residence permit to search for a job after finishing their degree. This is separate from your student visa and does not require a job offer in hand. It matters at the shortlisting stage because a university with weaker industry links in your specific field can mean a longer job search inside that 18-month window, not just a lower rank.

1. Check your target program's exact fee status before applying. TUM's new tuition (Rs.4.4 lakh to Rs.6.6 lakh) and Baden-Württemberg's extra EUR 1,500 fee apply only to specific universities and programs, not all public universities in Germany.
2. Start your APS certificate as your longest lead-time item, and check separately whether the new dMAT requirement (Master's) or the new 70% Class XII rule (Bachelor's) applies to you.
3. Do not shortlist based solely on QS rank; ensure it aligns with the state. Two universities 50 places apart on the QS table can cost the same semester fee, while two universities in different states (say, NRW versus Baden-Württemberg) can differ by over a lakh a semester. First, decide your state-level budget ceiling, and then rank within it.
