List of Public Universities in New Zealand: QS World Rankings 2027

New Zealand has exactly 8 universities, and every one is public and government-funded. There are no private universities in the country; all 8 are quality-assured by NZQA and represented by Universities New Zealand, Te Pōkai Tara. A handful of private training establishments (PTEs) and institutes of technology also exist, but these are vocational providers, not universities.

International enrollment hit a record 92,580 students in 2025, up 11% year-on-year; universities alone accounted for 38,000 of these, up 14% from 2024. India is now New Zealand's second-largest source market at 14% of enrollments, behind only China.

UniversityQS World Rank 2027
University of Auckland67
University of Otago198
Massey University215
Victoria University of Wellington241
University of Canterbury257
University of Waikato293
Lincoln University419
Auckland University of Technology (AUT)431

Compared with 2026, Massey climbed the most (230th to 215th), while AUT (410th to 431st) and Waikato (281st to 293rd) dropped the most. New Zealand's universities as a whole still lead the world in average sustainability scores and graduate employment outcomes.

Counselor Insight: A one-place QS move (like Otago's 197 to 198) rarely changes real outcomes. Compare subject-level rankings and graduate employment data for your specific course instead.

Popular Courses at Public Universities in New Zealand

Indian students shortlist these public universities in New Zealand by subject strength, not overall rank alone:

UniversityPopular Courses Among Indian Students
University of AucklandBusiness, Engineering, Computer Science, Health Sciences
Auckland University of Technology (AUT)Business, IT, Hospitality, Health Science
University of OtagoMedicine, Health Sciences, Commerce, Pharmacy
University of CanterburyEngineering, Computer Science, Commerce
Victoria University of WellingtonCommerce, Law, Public Policy, Data Science
Massey UniversityBusiness, Veterinary Science, Aviation, Agribusiness
University of WaikatoLaw, Management, Computer Science
Lincoln UniversityAgriculture, Agribusiness, Environmental Management

Compiled from each university's own program and faculty pages; confirm specific course availability and intake directly with the university before applying.

Course availability and intakes vary by campus and semester; always confirm against the specific program page, since a popular course may not run every intake.

Counselor Insight: Match your major to a university's named subject strength, not its overall QS rank. A mid-ranked university with a top-20 subject often beats a higher-ranked generalist on admission odds and course quality.

Public Universities in New Zealand: Fees for International Students

Fees of public universities in New Zealand  vary by program; each of the eight charges has a published, program-specific rate. The ranges below cover standard bachelor's programs (Arts, Commerce, and Science); Medicine, Pharmacy, and Engineering sit well above this band.

UniversityAnnual Tuition: NZD (INR)
University of AucklandNZ$40,500–58,000 (₹21.6L–₹31.0L)
Auckland University of Technology (AUT)NZ$37,600–48,900 (₹20.1L–₹26.1L)
University of OtagoNZ$36,700–45,400 (₹19.6L–₹24.3L)
University of CanterburyNZ$34,900–47,450 (₹18.6L–₹25.3L)
Victoria University of WellingtonNZ$37,550–38,800 (₹20.1L–₹20.7L)
Massey UniversityNZ$28,000–38,000 (₹15.0L–₹20.3L)
University of WaikatoNZ$28,000–37,000 (₹15.0L–₹19.8L)
Lincoln UniversityNZ$30,000–38,000 (₹16.0L–₹20.3L)

Medicine is the outlier: Auckland's Bachelor of Medicine and Surgery runs NZ$86,561/year (₹46.2L) from Year 2. International PhD students everywhere pay domestic-equivalent fees, a major saving over bachelor's or master's study.

For a full first-year budget, including accommodation, insurance, and flights, see LeapScholar's Cost of Studying in New Zealand guide.

Counselor Insight: If looking for affordable public universities in New Zealand for international students, Massey, Waikato, and Lincoln sit at the lower end of the fee band while still ranking inside the global top 300–420 (QS 2027).

Massey's business programs, Waikato's computing degrees, and Lincoln's agribusiness courses are the cheap public universities in New Zealand for international students that budget-conscious Indian applicants shortlist most often. Course-specific fees can swing 15–20% within the same university. Pull the exact fee schedule for your shortlisted program from the university's own page before budgeting.

Cost of Living for International Students

Immigration New Zealand requires at least NZD 20,000/year (₹10.68L) in living funds for a student visa, on top of tuition. Most Indian students spend NZD 1,250–2,500/month (₹66,775–₹1,33,550), depending on the city.

Expense CategoryMonthly Cost: NZD (INR)
RentNZ$700–1,200 (₹37,394–₹64,104)
GroceriesNZ$300–450 (₹16,026–₹24,039)
UtilitiesNZ$100–150 (₹5,342–₹8,013)
TransportNZ$80–150 (₹4,274–₹8,013)
Mobile and internetNZ$50–90 (₹2,671–₹4,808)
MiscellaneousNZ$100–200 (₹5,342–₹10,684)

Auckland and Wellington sit at the upper end; Hamilton, Dunedin, and Palmerston North run noticeably cheaper, which is one reason they also host the more affordable public universities in New Zealand for international students.

Counselor Insight: Keep bank statements and sponsorship letters dated close to the visa lodgement date. Immigration New Zealand assesses fund sufficiency on the application date, not when you first saved the money.

Can You Apply Without IELTS?

Several public universities in New Zealand for international students without IELTS exist, but it's a practical option, not a blanket exemption. Auckland, Otago, and Victoria, among others, may waive IELTS if you can show:

  • At least 3 years of English-medium secondary schooling, or
  • A full English-medium bachelor's degree completed within the last 2 years, with English confirmed as the medium of instruction on your transcript

Accepted alternatives include PTE Academic, TOEFL iBT, Duolingo, and institution-specific tests like Victoria's EAP assessment.

A university waiver doesn't automatically carry over to your visa. Immigration New Zealand assesses each application on its own evidence, so carry your MOI certificate to that stage too.

Public Universities in New Zealand Without Application Fee: What to Know

Most public universities in New Zealand charge a modest, non-refundable application fee, typically NZ$25–50 (₹1,336–₹2,671). A few waive this fee for online applications or applicants applying through approved partners. Always confirm the current policy on the university’s official admissions page before paying.

2027–28 Intake Timeline

IntakeTypical StartApplication Window
Semester 1 / Trimester 1 2027February 2027September to early December 2026
Semester 2 / Trimester 2 2027July 2027February to May 2027

Start your visa process at least 3 months before your intended intake; Immigration New Zealand's Fee Paying a student visa typically takes 8–10 weeks, and October–March is its peak period.

Counselor Insight: Submit your SOP and transcripts before your referees respond. Visa backlogs, not document delays, are the most common reason students miss the February intake.

Student Visa and Post-Study Work Visa Changes

Fee-Paying Student Visa

Most Indian students need the Fee-Paying Student Visa. It costs NZD 850 (₹45,400) and can run up to 4 years. You need an unconditional offer, proof of NZD 20,000/year (₹10.68L) in living funds, and evidence you'll leave if you don't secure another visa. Applications now go through Immigration New Zealand's ADEPT system; you can work up to 25 hours/week during the term and full-time on holidays.

Post-Study Work Visa: What's Changing From 16 November 2026

This is the biggest update for the 2027–28 intake. Immigration New Zealand confirmed on 10 September 2026 that, from Monday, 16 November 2026,

  • From 16 November 2026, graduates who complete a Level 7 Graduate Diploma in New Zealand full-time and who also hold a bachelor’s degree (NZ or overseas) can qualify for a Post-Study Work Visa for the study duration, up to 1 year
  • A new short-term graduate work visa launches for graduates who studied full-time in New Zealand for at least 24 weeks and whose qualifications don't meet standard PSWV eligibility. It gives 6 months of open work rights, is one-time only (no extension, no second visa), requires an employer agreement or contract for services, and holders can’t sponsor a partner or children
  • Only 1 Post-Study Work Visa is granted per person, ever

Under current settings:

  • Master's degree (Level 9): up to 3 years of post-study work
  • Bachelor's degree (Level 7): up to 3 years of post-study work
  • Graduate Diploma without a bachelor’s degree: a PSWV tied to the specific occupation listed on Immigration New Zealand’s eligibility list. The new 1-year route above applies only if you also hold a bachelor’s degree

Residence usually runs through the Skilled Migrant Category, which changed on 24 August 2026. You need 6 points: an eligible NZ bachelor’s is worth 5, a NZ master’s can be worth 6, and NZ skilled work experience adds points. You also need a skilled job paid at the current wage threshold. Check INZ’s SMC page before choosing a course.

Counselor Insight: If your target course is a Graduate Diploma and you already hold a bachelor’s degree, this November 2026 change could give you up to a year of post-study work. If you don’t hold a bachelor’s, it doesn’t apply to you, so check your own profile before choosing a course.  Ask our counselors.

Benefits of Choosing a Public University in New Zealand

  • Lower tuition than comparable degrees in the US, UK, or Australia, without a drop in global ranking or research output
  • All eight institutions sit inside a globally recognized ranking system, so your degree carries verifiable international standing
  • A clear, government-defined pathway from study to post-study work to permanent residency
  • Small class sizes relative to intake size at most campuses outside Auckland, which supports closer faculty access

Which Public University in New Zealand Fits You?

  • Fresh Class 12 pass, cost-conscious: Look at Massey, Waikato, or Lincoln for a bachelor's; lower fees and NZEA eligibility make the first year more affordable without sacrificing QS World Ranking standing.
  • Commerce or business graduate pursuing a master's: Victoria University of Wellington and University of Auckland carry strong business school reputations and sit close to New Zealand's main employer hubs.
  • Engineering or IT graduate targeting PR: Prioritize a Level 7+ qualification on Immigration New Zealand's PSWV-eligible list, since this determines your 3-year post-study work runway regardless of which university you choose.
  • Postgraduate research or PhD candidate: Every public university in New Zealand charges PhD students domestic-equivalent fees, so university choice can be driven by supervisor fit and research area rather than cost.
