How Universities in France are Organised

France has three routes. Public universities, technical universities and many national engineering schools charge fixed national fees. Private institutions, mostly business schools, set their own. Campus France says private tuition generally runs from about €6,000 to €18,000 or more a year (Rs.6.50 lakh to Rs.19.50 lakh), and about 21% of students attend private institutions.

Watch two naming traps. Sorbonne Université and Université Paris 1 Panthéon-Sorbonne are separate institutions with different ranks and strengths. Institut Polytechnique de Paris (IP Paris) is a group of engineering schools, not a single faculty.

Counselor insight: Students often pair one institution's QS rank with a fee or deadline from a sister school. For every option, copy the rank, program, fee and deadline from the same page, so the numbers describe the same degree.

Top Universities in France by QS 2027

QS's 2027 edition ranks 38 French institutions, up from 35. Four are in the top 100.

• Université PSL ranks 34 in QS 2027, down from 28. It is France's top-ranked university and brings together schools such as ENS-PSL and Dauphine-PSL.
• IP Paris ranks 43, from 41 last year. It combines École Polytechnique, ENSTA Paris, ENSAE Paris, Télécom Paris and Télécom SudParis, so it suits engineering and data applicants.
• Sorbonne Université ranks 73 and covers sciences, medicine and humanities. It is not the same as Panthéon-Sorbonne.
• Université Paris-Saclay ranks 76, down from 70. It is the usual pick for maths, physics and engineering master's applicants.
• ENS de Lyon ranks 235. It trains researchers, so it fits students heading toward a PhD.
• Paris 1 Panthéon-Sorbonne ranks 246, up from 257. It is France's law, economics and social-science specialist.
• Université Paris Cité ranks 303 and is strongest in health and life sciences.
• Sciences Po ranks 354 and is the choice for politics, international affairs and public policy.
• Université Grenoble Alpes ranks 387 and offers science and engineering outside Paris.

Fees are not identical everywhere. Campus France notes that schools under the Armed Forces, Economy, Agriculture and Culture ministries charge their own rates. École Polytechnique and Télécom Paris are examples, so read the program page before budgeting.

Counselor insight: Rank is a tiebreaker, not a strategy. Admission is decided program by program, so shortlist more programs than you think you need, across at least two selectivity levels. Applying only to PSL and IP Paris because of their rank is the most common shortlisting mistake we see.

Which University fits which Indian student

Scenario 1: B.Tech CSE graduate with a Rs.15 lakh budget. Paris-Saclay, IP Paris and Grenoble Alpes are the natural shortlist. On paper, year one needs about Rs.16.0 lakh: tuition of Rs.4.28 lakh, the Rs.11,373 CVEC, the Rs.20,000 EEF fee and Rs.11.41 lakh in funds proof, before visa fees. A Rs.15 lakh budget falls about Rs.1 lakh short, so plan for Charpak or family support documents. Charpak's €860 a month (Rs.93,147) is below the €877.50 threshold, so ask Campus France India how a scholarship letter counts toward your proof of funds.

Scenario 2: BBA graduate aiming at management. Compare a public master's (Rs.4.28 lakh a year) with a private business school (Rs.6.50 lakh to Rs.19.50 lakh). Only choose the private school if the program's placement record justifies a Rs.2 lakh to Rs.15 lakh yearly gap. Panthéon-Sorbonne and Dauphine-PSL are worth a look first.

Scenario 3: Science graduate leaning toward research. ENS de Lyon, PSL and Paris-Saclay fit this profile. This is also the Eiffel profile, because the scholarship funds master's applicants aged 29 or under who are nominated by a French institution.

Counselor insight: Match the degree to the first job you want, not to the city. A student who wants a research career in India gains little from paying private-school fees.

Cost of Studying in France for 2027-28 (in INR)

Fees for 2027-28 are not yet announced. These are the 2026-27 non-EU rates from Campus France.

Exchange rate used: Rs.108.31 per euro. Verify the current rate before finalising your budget.

Campus France says the state covers €10,000 to more than €15,000 of the real annual cost per student. Waivers are tighter now. Decree 2026-385 of 19 May 2026 changed the rules for institutional exemptions, so budget the full rate. French government scholarship holders do get automatic full waivers.

The EEF fee rose from Rs.18,500. Campus France India confirmed the funds threshold rose from €615 to €877.50 a month from 1 August 2026. The CVEC is €105 for 2026-27. For a wider budget, see our cost of studying in France guide.

Counselor insight: Families budget tuition and then discover the Rs.11.41 lakh funds requirement at the visa stage. Check it when you shortlist, not after the offer letter arrives.

Scholarships for 2027-28

Eiffel Excellence. Only French institutions can submit applications, so you cannot apply directly. In the 2026 cycle, Campus France opened the call on 1 October 2025, closed it on 8 January 2026 and published results from 30 March 2026. Its page still shows the 2026 campaign, so confirm 2027 dates with your university's international office this autumn. Universities set earlier internal deadlines to compile nominations. Charpak Master's. Campus France India lists a €860 monthly allowance (Rs.93,147). It also covers visa and Campus France fee waivers, student social security, mutuelle cover, priority CROUS housing support and €1 university meals. Applicants must be Indian citizens or OCI holders aged 30 or younger, and must have already applied to a French institution. The 2026 round included online interviews from 13 to 30 April. Counselor insight: Charpak does not cover travel from India to France or any other stay costs. Add flights and the first month's housing deposit to your budget before you count it as a full solution.

How to Apply for Documents Checklist and 2027-28 Calendar

The sequence is fixed: shortlist programs, apply to the institution, complete Études en France, attend the interview, apply for the visa on France-Visas, pay CVEC, then arrive and validate your visa. Pay the EEF fee only through the official link sent after your file is validated. Campus France India warns students not to use links from third parties, including agencies.

Documents checklist

• Valid passport and passport-size photograph
• Class 12, bachelor's and (if applicable) master's mark sheets and degrees
• CV and a program-specific statement of purpose
• Letters of recommendation (the Charpak form needs them from your university or employer)
• English or French language proof, if the program asks
• Admission or acceptance letter
• EEF fee receipt and interview confirmation
• Bank statements showing Rs.95,042 (€877.50) a month
• CVEC attestation and accommodation proof

Counselor insight: Start your bank-statement and document gathering in October, not at visa time. Most delays we see come from mark sheets, not from the university.

What to do when things Go Wrong

• You miss a deadline or get no offer. Ask each program whether a later round exists, and widen your shortlist using the Campus France program catalogue.
• Your funds fall short of Rs.95,042 a month. Do not inflate numbers. Choose a cheaper city, apply for Charpak, and ask Campus France India how scholarship letters count.
• The visa is refused. Request the stated grounds, fix that specific gap, and reapply with corrected documents. See our France student visa guide.
• Your fee waiver disappears. Budget the full non-EU rate (Rs.4.28 lakh for a master's) unless you hold a French government scholarship.
• Someone asks for payment through a separate link. Stop. The EEF fee is paid only through the official platform.

Counselor insight: A refusal is rarely about the university. It usually traces to proof of funds or a mismatch between your study plan and your academic record. Rewrite the study-plan story before reapplying.

After Graduation: Work Rights and Alumni Visas

Campus France says international students may work up to 964 hours a year, and curriculum internships do not count toward that cap. Indian graduates can also extend their stay by 24 months (a 12-month visa renewable once).

Separately, Indian alumni of French master's or PhD programs can apply from India for a five-year circulation visa. It is for business or tourism and allows Schengen stays of up to 90 days at a time. It is not a work visa.

Counselor insight: Do not plan your career around the five-year visa. The 24-month extension is the permit that lets you search for work.
